No street trees other than those species referred to as small trees in Section 557.07 may be planted under or within ten lateral feet of any overhead utility wire, or over or within five lateral feet of any underground water line, sewer line or other utility.
The City Tree Commission may grant variances from the planting requirements of this section for good cause shown.
