Any person wishing to discharge high explosives within the city must notify the Fire Department and secure a permit from the City Council 24 hours prior to such discharge. Such explosives shall be discharged in conformance with the conditions specified in the permit and such directives and precautions as may be prescribed under the direction and supervision of the Fire Chief. In no case shall any person perform blasting operations unless operating under the direct supervision of a person in possession of a valid user’s permit issued by the State Patrol.
