The City Council may, by resolution, designate any street or portion thereof within a congested district where any vehicle shall be parked parallel with and adjacent to the curb so as to have both right wheels within six inches of the curb, or where a vehicle shall be parked at an angle so as to have the right front wheel of such vehicle at the curb. Where stalls are designated either on the curb or pavement in the congested district, vehicles shall be parked within such stalls.
