§ 72.11 SNOW; WEATHER EMERGENCIES; HIGHWAY MAINTENANCE.
   (A)   For the purpose of assisting the city in the proper removal of snow during or immediately after a snowfall of at least two inches, the city hereby adopts the following Snow Emergency Plan.
   (B)   (1)   The city shall attempt to plow all city streets within 24 hours of a snowfall of two inches or more. The city’s Snow Emergency Plan shall consist of three levels:
         (a)   Level 1: Snow accumulations of two inches to ten inches;
         (b)   Level 2: Snow forecasts or accumulations of 11 inches to 18 inches; and
         (c)   Level 3: Snow forecasts or accumulations of 19 inches or more.
      (2)   Snow accumulations of less than two inches will be handled by the material spreader truck.
   (C)   (1)   When snow accumulations reach two inches or more, plowing is initiated on the streets following the Snow Route System. The Snow Route System consists of three categories:
         (a)   Priority 1: Central Business District, Commercial District and State Spur 26E;
         (b)   Priority 2: All residential streets, beginning with east/west directional streets followed by north/south directional streets; and
         (c)   Priority 3: Alleys.
      (2)   If it continues to snow, crews may be required to stay on the Priority 1 and 2 streets until the snowfall stops.
   (D)   Any person who shall violate any of the parking terms, conditions or provisions of this section shall be fined in a sum not to exceed that permitted by state law for violation of a municipal ordinance. Each day’s (24 hours) maintenance of any of the parking prohibitions contained herein shall constitute a separate offense.
