The City Council may, by resolution, entirely prohibit or fix a time limit for the parking and stopping of vehicles on any street or district, and the parking and stopping time of any vehicle in any such street or district for a period of time longer than that fixed in the authorized rules and regulations by the Council shall constitute a violation of this chapter. In addition, each period of time that any vehicle shall remain in any parking space beyond the period of time prescribed for such parking space shall constitute a separate and distinct offense.
