(A) It shall be unlawful to park or place on the highways or other public property any vehicle required to be registered by the Motor Vehicle Registration Act that is not registered in accordance with the Act.
(B) Any vehicle parked or left standing upon any street, alley, public way or public property shall have license plates attached thereto which are issued for such vehicle and are registered in the name of the owner of the vehicle in accordance with the laws of the state or of the state wherein the license was issued. If any vehicle is found upon any street or alley in violation of any of the provisions of this title regulating the stopping, standing or parking of vehicles and the identity of the driver cannot be determined, the owner or person in whose name such vehicle is registered shall be held prima facie responsible for such violation.
