§ 54.22 BUDGET PAYMENT PLAN.
   All city utility customers who have had service with the city for a minimum of 12 months and who are current with all of their utility payments may, upon proper application with the City Clerk, elect to pay for such utilities through the use of a budget payment plan. The monthly payment for such customer who has made proper application and who has elected to pay his or her utility bill under such a budget payment plan shall be the average monthly cost of such service for that customer’s residence for the previous 12 months. Such monthly payments shall be reviewed annually on June 1 by the City Clerk and appropriate adjustments made to such monthly payments based on the average usage for the past year. Any utility customers of the city who has elected to use such budget payment plan shall be subject to a disconnection of such utility services by the city if such customer has a delinquent balance in excess of $250. A DELINQUENT BALANCE is defined as any balance left on an account after the first of each month. Any utility customer of the city who has elected to use such budget payment plan must bring his or her account current on June 1 of each year so that no delinquency exists; any such utility customer who fails to bring his or her account current is subject to have such services disconnected by the city.
