The City Council has the power and authority to fix the rates to be paid by gas consumers for the use of gas. All rates shall be on file for public inspection at the office of the City Clerk, who shall bill the consumers and collect all money received by the city on the account of the city gas system. He or she shall faithfully account for and pay over all revenue collected by the same to the City Treasurer, taking receipt therefor in duplicate, filing one in the records of the City Clerk and placing the other in the official Gas Department files.
