Every person or persons desiring gas service must make application with the city. Every applicant may be required to make a service deposit in such amount as has been set by the City Council and placed on file at the office of the City Clerk. Gas service may not be supplied to any house or building except upon the written order of the City Council or person designated by the Council to extend such written order. Gas shall not be supplied to any person outside the corporate limits without special permission from the City Council, and only after such person shall have paid the entire cost of pipe installation and of the expenses of connecting onto said system.
