The city owns and operates the city gas system. The City Council, for the purpose of defraying the costs of care, management and maintenance of the city gas system, may each year levy a tax not exceeding the maximum limit prescribed by state law on the actual evaluation of all real estate and personal property within the corporate limits that is subject to taxation. The revenue from said tax shall be known as the Gas Fund and shall remain in the custody of the City Treasurer. The City Council shall have the authority to adopt rules and regulations for the safe and efficient management of the gas system.
