To defray the cost of such garbage removal, there is assessed a tax to be levied on each residential property, which amount shall be paid in advance by the residential occupant in the same manner as payment for water usage and sewer service. The amount of said tax may from time to time be increased or decreased by resolution of the Mayor and City Council. In the event the payment of the charges for the removal of garbage and refuse shall be unpaid for a period of 30 days, the same shall become delinquent, and upon the filing of a statement with the County Clerk, the same shall constitute a lien upon the premises.
