Whoever shall contract with the city for garbage and refuse collection from the residents of the city shall be granted an exclusive franchise for said collection of garbage and refuse from the business and commercial establishments of said city. Said franchise shall run concurrently with the contract for the residential area. The rates for a commercial and business establishment shall be negotiated between the contractor and the business, but shall be subject to the approval of the Mayor and City Council.
