The city is empowered to enter into a contract with any person, partnership or corporation or other entity who is properly licensed by the state to operate a sanitary landfill or who has a valid contract with the owner of a properly licensed sanitary landfill for the removal of said garbage and refuse from the residential property of the city. Said contract shall be on such terms and conditions as the Mayor and City Council may agree on.
