Said garbage or refuse shall be placed in plastic bags by the resident occupants and situated on the curb of the road adjacent to each property on the days specified for the collection of the same. All refuse which cannot be properly placed in plastic bags may be removed by separate agreement with the hauler at such additional charge as the hauler may assess. An agreement between the resident occupant and the hauler shall not be a tax upon said premises. The Mayor and City Council may, from time to time, alter the type of containers, manner in which said garbage shall be collected and date or dates on which the same shall be collected.
