§ 51.040 FEES AND COLLECTIONS.
   The City Council has the power and authority to fix the rates to be paid by water consumers for the use of water from the Water Department. All such fees shall be on file for public inspection at the office of the City Clerk. The City Clerk shall bill the consumers and collect all money received by the city on the account of the Water Department. He or she shall faithfully account for and pay to the City Treasurer all revenue collected by him or her, making his or her receipt in duplicate, keeping one and filing the other in the Water Department’s official records.
