Applicants for water service whose property is situated outside the corporate limits of the city shall pay tap or connection fees in such sum as the Mayor and City Council shall, in each case, fix; provided, however, nothing herein shall be construed to obligate the city to furnish water service to nonresidents unless it is able to do so without overloading its pumps, machinery or other equipment.
