§ 51.021 INSTALLATION EXPENSE.
   The customer shall pay the cost of tapping the main and installing the water meter. The city shall provide the labor up to and including the curb stop at the lot line of the customer. No person, other than the Superintendent or his or her duly authorized agent, shall tap the water main. The customer shall pay a tap fee in such sum as the City Council has set and placed on file in the office of the City Clerk; provided that a tap for a three-fourths-inch pipe shall be deemed to be the minimum or base tap fee. The customer shall, at his or her own expense, bring water service from the curb stop to his or her own premises by employing a plumber, who shall install water service, including the water meter, to the place of discharge. The city shall provide the water meter.
