§ 37.01 FEE SCHEDULE.
   (A)   The City Council has determined that the fee structure for services and products provided by the city shall be as follows.
   (B)   Any person who commences any work before obtaining the necessary permit shall be subject to a penalty equal to 100% of the usual permit fee in addition to the required permit fee. The payment of the fee for the reconstruction, alteration, removal or demolition for work done in connection to or concurrently with the work authorized by a permit shall not relieve the applicant or holder of the permit from the payment of other fees that are prescribed by law.

   *A kennel license requires an application with approval signatures from all adjacent property owners; all kennel applications will be approved or denied by the City Council; an unlicensed kennel is declared a nuisance
