The city is hereby authorized to join and cooperate with other counties, incorporated villages and cities that are eligible and may wish to participate in the creation of the Northeast Nebraska Economic Development District through the execution of an intergovernmental agreement. Said agreement is hereby adopted by reference and enforceable as if herein set out in full.
