The city imposes a sales and use tax of 1.50% upon the same transactions which the state is authorized to impose a sales and use tax for a period of 15 years, which additional sales and use tax shall commence April 1, 2011, for the purpose of providing funds to pay the cost of improving and maintaining city streets, as may be determined by the city, including the debt incurred for such improvements and maintenance.
