The planning commission shall have the authority to coordinate official traffic activities of the several departments of the city, to supervise the preparation and publication of traffic reports, to receive complaints having to do with traffic matters, and to recommend to the board of commissioners and to the city traffic engineer, the chief of the traffic division, and other city officials, ways and means of improving traffic conditions and administration and enforcement of traffic regulations. The approval of all or any part of said recommendations of the planning commission relative to the placement of traffic control devices for which said commission's recommendation is provided in this chapter by the board of commissioners shall have the same force and effect of law as if a separate ordinance were passed for each of said recommendations.
