The document entitled "The Ponca City Master Plan 1985-2010 for the City of Ponca City, Oklahoma", on file in the office of the city clerk and made a part hereof, is hereby adopted and this document shall be the first reference for policy on the orderly growth and development of the city. (1980 Code § 26-4)
