A. It shall be unlawful for any person or entity to perform roofing construction work, including but not limited to, the installation of a new roof or the repair of an existing roof, within the city limits of Ponca City without first obtaining a registration certificate from the City.
B. Resident owners of the property are not required to obtain a registration certificate when performing work on their own property, provided the work is performed by the owner; nothing herein shall relieve any person from obtaining other licenses, permits or registrations required by this code.
