These regulations shall be in full force and effect within the corporate limits of the city. All land within said boundaries shall be classified as being in one of the zoning districts adopted in this title. All new additions of land to the city shall be in the R-1 single-family residential district unless otherwise classified by the planning commission and board of commissioners at the time of annexation.
