A. It shall be unlawful for any person to erect, remodel or enlarge any single-family or duplex residential structure within the city limits of Ponca City without first obtaining a builder's certificate from the city. Prior to the issuance of any building permit required by this chapter, or the adopted building codes of the city, the applicant for the permit shall have a valid and current builder's certificate.
B. A builder's certificate is not required of persons who have a valid certificate for other special trades required by the city or state, provided the work performed is within the authority granted therein.
C. Resident owners of the property are not required to obtain a builder's certificate when performing work on their own property, provided the work is performed by the owner; nothing herein shall relieve any person from obtaining other licenses, permits or certificates required by this code.
