If any building or structure be moved into the city, or any building within the city moved to another location, the same shall not be set down in any location in which regulations governing new buildings would forbid the erection of a new building identical therewith, nor shall said building or structure be moved into an area unless said building is comparable or better in quality than the existing structures in that area.
