10-2-5: PERMITS, FEES, INSPECTIONS, PLANS, TEMPORARY SERVICE:
   A.   Permit Required: No electrical work, with the exceptions as noted in currently adopted editions of the National Electrical Code and the International Residential Code, may be performed on electric services or systems served by the Ponca City electric distribution system unless the person performing such work, or an authorized applicant representing that person, obtains a valid permit from the electrical inspector or his designee. Modification of a residence or building to add solar panels, wind generators, or other generation that can put power on the Ponca City electric distribution system also requires a valid permit. Permit fees shall be as established by the Board of Commissioners and shall be paid before issuance of the permit, except by prior agreement between the applicant and City Code officials.    B.   Plans And Specifications: Architects, builders and applicants for building permits will be required to submit plans and specifications of proposed work showing the electrical wiring scheme to the electrical inspector for examination prior to issuance of a building permit for the work. Thereafter, the electrical details of the work shall not be changed except as noted on the plans and with the consent of the electrical inspector. Stamped and/or engineered plans will be required where mandated by State regulations. City building officials are authorized to waive submission of construction documents and other data not required to be prepared by a registered design professional if it is found that the nature of the work applied for is such that review of construction documents is not necessary to obtain compliance with appropriate codes.
   C.   Temporary Services:
      1.   Residential: When it is necessary to have electricity on any installation during the construction of any building and before the electrical installation is completed and a final certificate can be issued, the electrical inspector may issue a temporary permit provided all wiring to which current is to be applied is, in the judgment of the electrical inspector, in a safe and satisfactory condition.
         a.   Before any temporary service permit is issued, the applicant shall have paid a fee, as established by the Board of Commissioners, for cost of issuing the permit.
         b.   Temporary permits shall require a meter with a minimum charge, as established by the Board of Commissioners, plus the cost of electric consumption per month.
         c.   Temporary permits shall not be issued or used after the permanent wiring is installed.
         d.   A sturdy temporary service pole or structure shall be provided at the location where service is to be used by the applicant for said service that will provide a minimum ten foot (10') clearance between the bottom service wire and the ground.
         e.   A disconnect switch must be provided, installed with service wires in suitable conduit to the top of the pole.
         f.   A ground wire must be connected to a ground rod driven to a depth of six feet (6').
         g.   Temporary service connections shall be removed within thirty (30) days after a building is completed or occupied, except by written permission of the electrical inspector.
         h.   Temporary service poles shall be located to clear any obstructions or as designated by the electrical inspector.
      2.   Other Construction Sites: Residential regulations will apply to small commercial sites except that services will be metered. Commercial or industrial establishments requiring larger amounts of electrical power shall contact the Ponca City utility authority for rates and regulations. (Ord. 6110, 11-23-2009, eff. 12-1-2009)
