10-2-4: REGISTRATION AND REVOCATION OF REGISTRATION:
   A.   Registration With City: It is unlawful for any person to engage in the business, trade or vocation of electrical contractor, journeyman electrician or apprentice electrician or do any electrical work for which an electrical permit is required without a certificate of registration as such secured from the city, the fee for which shall be as established by the board of commissioners.
   B.   Issuance Of Registration; Term: The electrical inspector shall issue such registration upon presentation of a valid license issued by the state and upon payment of the required fee. All registrations shall expire annually on June 30.
   C.   Certificate Nontransferable: The certificate is not transferable to any other individual or company.
   D.   Revocation Of Certificate Of Registration; Hearing:
      1.   Any certificate of registration issued under the provisions of this chapter may be revoked, suspended or the holder thereof put on probation or sanctioned, following a hearing before the construction appeals board for the following reasons, if the board finds by clear and convincing evidence that the holder has:
         a.   Made a material misstatement in the application for any license or renewal thereof;
         b.   Loaned or is illegally using a license;
         c.   Violated any provisions of this code;
         d.   Demonstrated incompetence to act as a journeyman electrician, apprentice electrician, or electrical contractor;
         e.   Violated any provisions of the Oklahoma electrical license act 1 , or any rule, regulation or order prescribed by the state committee of electrical examiners or any ordinance or regulation for the installation of electrical facilities made or enacted by a city or town by authority of the electrical license act; or
         f.   Wilfully failed to perform normal business obligations without justifiable cause.
      2.   All such hearings shall be preceded by actual notice of the hearing to the certificate holder, reasonable time for preparation after receipt of notice, right to confront witnesses, right to subpoena witnesses and such other due process rights as are provided by law.
      3.   The board may further recommend in writing to the state of Oklahoma construction industries board that the state license of the person charged with misconduct also be revoked.
   E.   Administrative Fine Schedule Adopted: The schedule of fines listed in the state statutes promulgated under authority of the electrical license act 2 , the mechanical licensing act 3 , and the plumbing license law of 1953 4 and subsequent editions of such acts and law are hereby adopted and shall be used by the city when complaints are issued by building and code officials or designated representatives. The construction appeals board shall hear complaints relating to improper conduct and make decisions regarding assessment of fines for failure to comply with rules and regulations promulgated under authority of the above mentioned acts and law.
