10-2-1: ADOPTION OF ELECTRICAL CODES:
   A.   National Electric Code: There is hereby adopted by the city for the purpose of establishing rules and regulations for the installation of electrical wiring, and as a practical safeguard of persons, buildings and their contents from the hazards of wiring for the use of electricity for light, heat, power, radio, signaling and other purposes, that certain electrical code known as the national electrical code, 2020 edition, as amended by the Oklahoma uniform building code commission pursuant to the authority granted it by 59 Oklahoma Statutes section 1000.23, and future supplemental amendments to that code as they are published, except for the provisions thereof which are deleted, modified, added, amended by other sections of this chapter and the same is hereby adopted and incorporated into the city code as fully as if set out at length herein, and from and after July 26, 2023, the provisions thereof shall control the installation of all electric wiring and equipment installed and contained within the corporate limits of the city or upon such wiring and equipment which shall connect directly or indirectly to the electric power transmission lines owned and operated by the city or its public trust, the Ponca City utility authority. In addition, annex H of the national electrical code, 2020 edition, is hereby adopted with the following exclusions: article 80.15 (electrical board), and article 80.27 (inspector's qualifications).
   B.   National Electrical Safety Code: There is hereby adopted by the city for the purpose of establishing rules and regulations for the safeguarding of persons during the installation, operation, or maintenance of electrical supply and communications lines and associated equipment, that certain electrical code known as the national electrical safety code, 2007 edition, and future amendments to the code as they are published except for the provisions thereof which are hereinafter deleted, modified, added to or amended, one copy of which shall be filed with the office of the city clerk, and the same is hereby adopted and incorporated into the city code as fully as if set out at length herein, and from and after December 1, 2009, the provisions thereof shall control the electrical safety practices occurring within the corporate limits of the city or upon such wiring and equipment which shall connect directly or indirectly to the electric power transmission lines owned and operated by the city or its public trust, the Ponca City utility authority. Exceptions, modifications or amendments to the provisions of the national electrical safety code shall be as defined in that document known as "Ponca City Utility Authority Customer Service Guidelines".
