It shall be unlawful for any person to remove or destroy any barricade or sign erected as provided in section 9-2-9 of this chapter, or to walk, drive animals or automobiles, or otherwise travel upon any street, alley or other place, or portion thereof, closed as provided in section 9-2-10 of this chapter, except as may be necessary in the proper construction of the improvements thereon.
