9-2-4: WORK RESTRICTED:
   A.   City Authority: No pavement, pavement widening, gutter, or roadway curb shall hereafter be constructed, reconstructed or repaired, nor shall any grading or excavation be done within any roadway, except by the duly authorized employees or agents of the City or of a duly organized special assessment district, or by a street work contractor bonded as hereinafter provided, except for excavation as covered by subsections B and C of this section.
   B.   Excavations: No existing pavement, walk, drive, curb or gutter within any public way shall hereafter be cut or removed, nor shall any trench or excavation be made in any public way, for the installation, removal, alteration or repair of pipes, wires, conduits or other facilities or appurtenances thereto, except by a plumbing, electrical, or street work contractor bonded as hereinafter provided, or by the duly authorized employees or agents of the City, a duly organized special assessment district, or a public utility concern having a franchise for the use of the public ways.    C.   Replacement: No pavement, walk, drive, curb, or gutter, removed as described in the preceding subsection, shall be replaced except by a street work contractor bonded as hereinafter provided, or by the duly authorized employees or agents of the City, a duly organized special assessment district, or a public utility concern having a franchise for the use of the public ways.    D.   Curb Removal: No curb shall be removed for a driveway except as above authorized, or by the owner of the abutting property or the authorized agent thereof.
   E.   Landscaping: Nothing herein shall be construed to prohibit landscaping and/or planting of trees, grass and shrubs in those portions of the public ways not immediately required for purposes of public travel, either by employees of the City or by the owners of abutting property; provided, that such work shall not interfere with utilities that may be installed in the street or with public travel.
