Whenever the curb line of any street has been removed or omitted for a driveway entrance to private property, and physical changes have been made on said property which prohibits the use of said driveway entrance for vehicular travel to and from the property, or changes are made in the usage of the property or improvements thereon which are incompatible with the use of said driveway for vehicle access to the property, the curbing which has been omitted or removed shall be installed or replaced and that portion of the public right of way formerly used as a driveway entrance shall be reconstructed to conform with the adjacent area of the public right of way by the abutting property owner.
