9-1-1: SIDEWALK MAINTENANCE, CONSTRUCTION 1 :
   A.   Maintenance By Abutting Property Owner: The owner or other person in charge of real property which adjoins a sidewalk or sidewalk area shall keep the adjoining sidewalk or sidewalk area in good condition and safe for pedestrian use; and it shall be unlawful for such owner or person in charge to fail to do so. (1980 Code § 30-59)
   B.   Failure To Construct, Nuisance: Any place upon or over which there has been regularly ordered a sidewalk to be constructed, and such order shall not have been complied with within thirty (30) days thereafter, is hereby defined and declared to be a public nuisance, and the owner or occupant of the adjoining premises shall be guilty of a misdemeanor. (1980 Code § 30-60)
   C.   Damage Prohibited: Any person who shall, without obtaining necessary permits, remove any portion of any sidewalk, or any support from any sidewalk or crossing, or loosen or remove any plank, stringer or other support from any culvert or bridge shall be guilty of a misdemeanor. (1980 Code § 30-61; amd. 2003 Code)
   D.   Gratings Closed: Any person who shall leave open any cellar door or grating, or any other cover or door on any street, thoroughfare or sidewalk in the city, or shall suffer any such door or grating belonging to the premises occupied or owned by him to be in an insecure condition, whereby persons may be in danger of falling into such cellar or other place, shall be guilty of a misdemeanor.    E.   Obstructions: Any person who shall suspend or erect any awning, sign, sign base, or any other fixture or structure which extends over or upon any sidewalk, without first obtaining the necessary permit, shall be guilty of a misdemeanor. (1980 Code § 30-63; amd. 2003 Code)

9-1-2: STREET OBSTRUCTIONS, ENCROACHMENTS 1 :
   A.   Goods, Wares, Merchandise: It shall be unlawful for any person to place upon or permit to be placed upon the sidewalks, parkways, streets and alleys of the city any goods, wares, articles of merchandise or any other obstruction, and leave same thereon. (1980 Code § 30-75)
   B.   Pedestrians Or Vehicular Traffic: It shall be unlawful for any person to use or obstruct the sidewalks of the city in any manner so as to interfere unduly with pedestrian traffic thereon, or to use or obstruct the streets and alleys of the city in any manner so as to interfere unduly with lawful traffic and parking thereon. (1980 Code § 30-76)
   C.   Excavations In Streets: Any person in the city who shall make or cause to be made any excavation in or adjoining a public place, or street, and shall not in some substantial manner secure the same from persons or animals falling therein shall be guilty of a misdemeanor. (1980 Code § 30-77)
   D.   Vaults Unprotected: Any person who shall dig or cause to be dug, in any highway, thoroughfare or sidewalk in the city, any vault, hole or other excavation, and shall not arch or cover same over and secure the grating or covering of the opening thereof in such a manner as to prevent persons, animals, or vehicles from falling therein shall be guilty of a misdemeanor. 9-1-3: SWEEPING TRASH INTO STREETS, GUTTERS:
It shall be unlawful for any person to put, sweep or cause to be put or swept or otherwise placed or caused to be placed in any city street or its gutters, any trash, paper, rubbish, refuse, or other matter from or off any sidewalk, building or premises. (1980 Code § 30-1)
