8-4-4: NEGLIGENT COLLISION:
   A.   Definition: "Negligence", as used herein, shall be defined as a failure to use the same degree of care as a person of ordinary prudence would use under the same or similar circumstances.
   B.   Prohibition: If any person driving or operating or in charge of any vehicle shall through his negligence cause, suffer or permit such vehicle to come into collision with any other vehicle of any nature whatever or with any animal, person, street sign, street post, fire hydrant, mailbox, or any other obstacle or object whatever, in or on any public street or any public place whatever, in the city, such person shall be deemed guilty of the offense of negligent collision.
