7-3-14: VIOLATIONS; CITATIONS; IMPOUNDMENT:
   A.   Violations: Any animal found to be maintained in violation of the provisions of this chapter may be apprehended by an animal control officer and impounded in the animal control center. Animal control officers are empowered to remove such animals, if necessary, from the property of the owner. No person shall fail or refuse to surrender any animal when demand is made by the animal control officer or other law enforcement officer who shall have the same powers. Refusal to comply with the provisions of this section or of any of the provisions of this chapter shall be deemed an offense.
   B.   Citation: Upon having probable cause to believe a violation of any provisions of this chapter has occurred, the animal control officer or other law enforcement officer shall issue a citation to the owner for each violation. Animals for which the owner cannot be immediately determined shall be seized and impounded. Further, upon probable cause to believe an animal presents an imminent danger to public health, safety and welfare, an animal control officer or other law enforcement officer shall apprehend said animal, using humane means whenever possible, and remove the animal to impoundment.
