7-1-8: LOITERING, OBSTRUCTING PASSAGE ON STREETS:
   A.   Violation Deemed Nuisance 1 : It shall be unlawful for any person or persons to obstruct passage on a street or sidewalk or in front of any store or place of business or upon any parking lot in such a manner as to be a nuisance and to refuse or neglect to move on when directed by a police officer.
   B.   Definition: A "nuisance" is doing an act, or omitting to perform a duty, which act or omission either:
      1.   First: Annoys, injures or endangers the comfort, repose, health or safety of others.
      2.   Second: Unlawfully interferes with, obstructs or tends to obstruct or renders dangerous for passage on any street, sidewalk, highway or parking lot.
      3.   Third: In any way renders other persons insecure in life or use of property.
   C.   Penalty For Violation: Any person who shall violate any provision of this section shall, upon conviction thereof, be subject to penalty as provided in section 1-4-1 of this code. (1980 Code § 22-104; amd. 2003 Code)
