The director of emergency management shall be the executive head of the department of emergency management and shall be responsible to the mayor and city manager for carrying out the emergency management program of the city. He shall coordinate the activities of all organizations for emergency management within the city, and shall maintain liaison with, and cooperate with emergency management agencies and organizations of other governmental units both within and without the state and of the federal government, and shall have such additional authority, duties, and responsibilities as may be authorized under this chapter, or amendments hereto.
