It shall be unlawful for any person within the City limits, or upon lands belonging to the City outside the City limits, to consume or to have in his or her possession an open container of any alcoholic beverage upon the streets, sidewalks, right-of-way of any street, or upon any roadway or parking area in a park or public use area provided by the City, or upon private property belonging to any person other than the individual possessing or consuming said beverage, without said person first obtaining the permission of the owner of said property.
