All property governed by this chapter shall be maintained in accordance with the following minimum standards.
(A) Access to or egress from each rental unit shall be provided which will not require the entrance into nor the passing through any other rental unit.
(B) Access to or egress from any sanitary facilities in a rooming house shall be provided which will not require the entrance into nor the passing through any other rooming unit.
(C) No owner, operator, manager or occupant shall cause any service, facility, equipment or utility which is required under this chapter to be removed or shut off from or discontinued for any occupied unit except for such temporary interruption as may be necessary while actual repairs or alterations are in progress or during temporary emergencies when discontinuance of service is unavoidable.
(D) No land or building thereon shall be constructed, erected, reconstructed or altered to accommodate a greater number of rental units than permitted by the city.
