(A) Where any provision of this chapter is found to be in conflict with a provision of any zoning, building, electrical, plumbing, fire, safety or health codes or other city, county, state or federal regulations, the provision which establishes the more stringent requirements shall prevail.
(B) All departments, officials and employees of the city who have the duty of authority to issue permits, licenses or other approvals in regard to the construction, installation, repair, use or occupancy of a rental unit or rooming house governed by this chapter shall not issue any permit, license or other such approval if it would conflict with this chapter, except as provided for in subsection (A) of this section.
