§ 100.29 PROCEDURE WHEN PERMIT REFUSED.
   Upon the refusal or failure of the Director of Public Works or other designated city official or employee, to issue a permit for any of the improvements provided by § 100.27 (A), the person applying therefor may petition the City Commission to order the issuance thereof. If the City Commission finds that all conditions have been complied with, or that there is a good and valid reason or reasons for waiving those not complied with, the City Commission may in its discretion order the Director of Public Works, or other designated city official or employee, to issue the permit.
