All improvements described by § 100.27 shall be made under the supervision of the Director of Public Works or other designated city official or employee. The person constructing the improvements shall stop work on them upon orders from the Director of Public Works or other designated city official or employee if the Director of Public Works or other designated city official or employee finds that the improvements are not being made according to the approved plans and specifications.
