The Director of Public Works, or the Director's authorized representatives, is hereby given jurisdiction and authority over inspections of construction and improvement of streets, storm sewers, seawalls, sidewalks, water distribution systems, sanitary sewer systems, driveways, establishments of grades, and similar improvements, constructed on public property, anything in the code to the contrary notwithstanding.
