§ 100.11 CUTTING OR PLANTING TREES.
   No person shall, without a written permit from the City Manager cut, prune, break, incline, injure, remove, plant, or in any other way deface any living tree, shrub, or vine in a public highway or park, cut, disturb, or interfere in any way with the roots of any tree, shrub, or vine in a public highway or park. All expenses incurred in planting or removing any trees within the lines of the street shall be paid by the owner of the trees unless trees need to be removed for street or sidewalk improvements, the cost of which shall be borne by the city.
