(A) During a state of emergency, all laws of the city and the state shall remain in full force and effect except as otherwise provided in this chapter.
(B) Nothing in this chapter shall be constituted to limit the authority of the City Commissioners to declare or terminate a state of emergency and take any action authorized by law when sitting in a regular or special session.
