Upon the declaration of a state of emergency, pursuant to this chapter, the Mayor, or in his absence, the Vice-Mayor, shall have the power to impose by authority and powers granted the city under F.S. Chapter 252 as it now is or as it may be amended, necessary to protect the health, safety and welfare of this city.
