Before any memorial marker is permitted to be placed at the south lawn section, the purchaser of the marker shall remit to the city a sketch or photograph of the memorial marker, which also sets forth its dimensions, so the city may determine if the proposed marker is compatible with the surrounding area with regard to size, shape, materials, color, and design.
