The city reserves the right to compel all persons driving motor vehicles into the municipal cemetery to bring their vehicles to a full stop at the entrance. The city further reserves the right to refuse admission to the cemetery grounds, and to refuse the use of any of the cemetery facilities at any time to any person or persons whom the management may deem objectionable.
