All fees collected under the provisions of this chapter of the Code of Ordinances shall be paid into the municipal treasury. Failure, refusal or neglect on the part of any officer or employee receiving or having custody of any funds, either before or after a deposit into the municipal treasury, to comply with the provisions of this section, shall constitute misconduct in office and shall be grounds for removal.
