The Chief of Police or his designee is empowered to make all regulations necessary to make effective the provisions of all city traffic ordinances and to make and enforce temporary or experimental regulations, consistent with this chapter as well as state statutes to cover emergencies or special conditions. No regulations shall be effective and in force until and unless adequate signs, signals, or other notices are erected clearly indicating the regulation. No temporary or experimental regulation shall remain in effect for more than 90 days.
